The second one doesn't sound requirementy. It sounds as if they suffer from some type of neurosis/psychosis. In that case, the requirement is to get your damn head in order.

You have to be reading a different dictionary than I am.

need

requirement
noun
1. that which is required; a thing demanded or obligatory: One of the requirements of the job is accuracy.
2. an act or instance of requiring.
3. a need or necessity: to meet the requirements of daily life.
