Rutger Hauer is the Hobo with a Shotgun.
If I remember, this was one of the previews that aired in front of Grindhouse.
This could have been made by the Trauma guys. They're the folks that made The Toxic Avenger.
The story is that a crime lord named Drake runs a nameless city, and Rutger is a hobo who gets sick of it. He buys himself a shotgun and hilarity ensues.
Everything is ridiculously over the top.
Worth seeing if you dig the Grindhouse stuff. If not, skip it.
