I get the vibe that he gets a lot of positive reinforcement no matter what he says and does, and it just encourages his behavior. He is trying to be random and zany but he's not very creative about it, but he is told that he is.
Also more stupid than insane, I agree with that.

I like how he puts himself into a position where everything he does is because he's purposely trying to be different. If you like it great! If you don't well that's on you. He's completely removed himself from ever making a bad choice or action in his own mind.
