Because nothing says, "I'm equal to a man," like the government forcing employers to hire more of you.

If there aren't enough middle age, unmarried women in the workforce to become these managers, will the police start going house to house snatching women to meet the quotas? Just wondering how serious they are about this measure.

Their society is getting very top heavy as far as age goes. In an entitlement-laden game, your work force somehow has to keep up with that shit. This isn't so much about women's rights as it is about economics. It's still being played off like it's the former, though.

Ironically, working like beavers on a double shift is probably causing some of these issues.
According to a government survey, more than a quarter of unmarried men and women between the ages of 30 and 34 are virgins. Fifty percent of men and women in Japan said they were not "going out with anyone".

Over 25% of the population can't get laid into their fourth decade of life.

So...Affirmative Action here...

Although, in Japan's defense, they are trying to change a culture where women ARE second class citizens.
