This is not ok.

It's not me, it's someone else.
The ratio of MTF to FTM is under debate. The main study only counts the actual final "bottom" surgery step and there the ratio is 4 to 1. But such surgery for FTM is not yet very good and a lot of FTM that transition don't bother with it yet. General polls of online trans communities show the ratio may be much closer to 1 to 1, but that's rather more informal and not very reliable.
Part of the difficulty there is that FTMs typically pass very well compared to most MTFs, enough so that in most cases if you didn't know them before they transitioned you'd never suspect they weren't just another typical biological male. Testosterone injections are powerful stuff.

Commenting on a chick's tats is harrassment.
There’s a new form of harassment out there, according to the Feminist Internet: “tat-calling,” which is basically when a man comments on a woman’s tattoos.
...
“Even if you think you’re just paying her a compliment . . . you’re actually reminding her that men, on the whole, feel entitled to her space, time, and especially her body,” she continues. “Because you’re invading all three when you comment on her appearance.”

I support this naive, childish sentiment.
I really want to see the chaos caused when men are socialized to feel fear and shame when showing interest in women's bodies and a woman's outward appearance no longer supplies her with value.
I bet a dollar that if she thought the guy was hot, it would be ok if he commented on her tats.
You're making an awfully big assumption.

I assumed nothing, I made a wager.
You made no wager; you offered a wager. There were no takers.
Which is a shame, because smart money says she's a huge dyke.
