Unless the cops have a boatload of video explicitly displaying them not abusing the electro-shock therapy, I'm inclined to say they fucked up.

The best solution you got is zapping them? No joint locks, holds, or anything else that doesn't involve fucking with the fundamental force that makes your heart beat?
