Generally no. If you are getting out, you have to get way over off the road to avoid getting squished. And in this sort of scenario the weather will not be something you want to be standing around outside in. Better on the whole to stay in your car until emergency folks arrive on the scene or someone blocks off the flow of traffic.

Exceptions for car fires or someone in another car clearly in need of your help, of course. But then if you can get into their car to help them, don't just stand around beside it leaning in. You are squishy.
