What should happen is that a lot of people working at these banks should be going to prison. What they did amounts to organized crime, and they should be prosecuted by the various AGs in the same way they'd go after a mob family.
In actual practice nothing will happen. There will be a handful of lawsuits - most of which the banks will lose - but before it becomes a huge flood or a big class action Congress will pass some law to exempt them from liability and give them immunity from prosecution.
This will be one of the many grievances the American people mention when they hang all the politicians in 2032.

I often wonder what line will be crossed that causes the first shot fired, and the chain reaction which will follow.
We're pretty much overdue. The only thing that keeps the population docile is TV and air conditioning, as far as I can tell.
Perhaps government mismanagement of the power grid, brought about by "green" policies, which deprives the poor of their TV and AC.

Take away their supermarkets for a couple days. That'd do it. Impose martial law over a large metropolitan area. Otherwise, the populous will turn its anger on the citizenry instead of the aristocracy in D.C. and other state capitols.
