Not just U.S. Congressmen fail to read things. On the flip side, the headline is hilarious.
Diogenes of Sinope: "It is not that I am mad, it is only that my head is different from yours."
Arnold Judas Rimmer, BSC, SSC: "Better dead than smeg."

Nice. And I like picturing Costa Rica as being governed by a giant chinchilla
It's not me, it's someone else.

I guess they don't have the power to, like, UNpass a law? I've sure never heard of that happening here since Prohibition was repealed.

I think only Obama can declare when a law will not be enforced.

Sure they do. But note how the article continually refers to "Conservative" MPs. Top parties in Costa Rica's 57-seat legislature:

National Liberation Party (PLN): 46.91%, 24 seats, centre-left

Citizens' Action Party (PAC): 25.06%, 12 seats, left

Libertarian Movement Party (PML): 20.92%, 9 seats, centre-right, but given their platform they'd probably support it

They could repeal it, but they don't have the votes. The three parties I just listed make a supermajority.
