Michigan beginning a pilot program to test for drugs in the same way they do DUIs.
Not sure how this is a massive change since they can already detain you for further testing if you pass a breathalyzer, yet something is clearly "off" about you. Perhaps they want to eliminate the "detain" part or the cost of rolling paramedics or the cost of transporting people to get further testing?

Re: DUIs expanding?
Ooooo, this reminds me of an article I read on the road from NC. Let's see if I can find it again:
Here it is.
It's about how roadside drug tests are ridiculously notorious for indicating false positives, and how people are arrested immediately and given a choice to plead guilty and maybe miss 3 weeks of work while in county jail, or plead innocent and fight it and get fired because you spend 6 months in county jail, and it has happened thousands of times in Houston, alone.

This will get destroyed under scientific scrutiny. Which means it's got a chance. Measuring booze in your blood by using the air in your lungs is already unreliable enough. Due to peculiarities of substances, you would need to have the exact right type of test for any given chem and be lucky enough to catch the perp before the active ingredients fall to undetectable levels. They would all need trailers of lab grade equipment and qualified. Since pigs can't even read addresses on warrants correctly, pouring liquids into vials is a bit beyond their ability.
