Police sure are crazy in Baltimore, huh? Trick question! Police are crazy pretty much everywhere -- including Canada, as I've previously discussed. In fact, relations between the police and the general public have gotten so out of hand that, in some ways, you could argue that it's taken on all of the major characteristics of a war.
Then there are 5 reasons given.

It's pointed out in this article that Mosby stopped short of calling what happened to Gray a "rough ride." But seeing as how that's a practice that involves shackling a detainee's feet (check), placing him facedown on the floor of a police van instead of strapping him in with a seat belt (check), and then taking sharp turns and braking suddenly so as to make the detainee slide around and get slammed into the sides of the van (nooooo, of course not), I have a feeling that's what happened. Just the fact that it's a thing that's acknowledged to exist makes me think that's exactly what happened.
