Because testing is their religion and not their science.
Diogenes of Sinope: "It is not that I am mad, it is only that my head is different from yours."
Arnold Judas Rimmer, BSC, SSC: "Better dead than smeg."

I've often thought the best QA manual out there is Zen and the Art of Motorcycle Maintenance.
There’s so much talk about the system. And so little understanding
Familiarity can blind you too
The real purpose of the scientific method is to make sure nature hasn’t misled you into thinking you know something you actually don’t know
The truth knocks on the door and you say, "Go away, I'm looking for the truth," and so it goes away.
The place to improve the world is first in one's own heart and head and hands, and then work outward from there
The TV scientist who mutters sadly, "The experiment is a failure; we have failed to achieve what we had hoped for," is suffering mainly from a bad script writer. An experiment is never a failure solely because it fails to achieve predicted results. An experiment is a failure only when it also fails adequately to test the hypothesis in question, when the data it produces don't prove anything one way or another

Buy your QA department a copy.... or one for everyone.

Those who can, code. Those who can't, test.
It's not me, it's someone else.
