Is there a way to use Paypal that holds money in escrow until both partys are satisfied that the merchandise has been delievered and everything with it is good.

No (I don't think so anyway), but a lot of credit cards have some sort of protection. If something is screwy you can contest the charge. Some CC companies even have automatic warranties.
