The original Thunderbolts were a team of villains who changed their identities and became heroes. They weren't really heroes though as they had nefarious plans. That's Baron Zemo in the flag up front in the picture below. It's been a long, long time since I read it, so I don't recall what happened (they did turn good for realsies at some point), but they eventually became like DC's Suicide Squad. Basically, a program to reform offenders or just straight up use baddies for good purposes.
The speculation is that this Thunderbolts team could have:
-Hawkeye (paying for his sins as Ronin)
-Black Widow's sister
-Baron Zemo
-Luke Cage
-Punisher
-whatever the name is of the lady Elaine plays
-Deadpool
-Abomination
-U.S. Agent
-Taskmaster
-Ghost
-Ghost Rider
All have already appeared in Marvel movies or TV shows except Ghost Rider.

Ghost Rider was in the SHIELD TV show, which wasn't cannon any more but then they did the multiverse so now sure, why not. GR was a pretty cool character in that.

I want Nic Cage as The Beyonder when they inevitably do a Secret War movie. The Beyonder is basically Q. (I actually think the writers of ST:TNG stole heavily from The Beyonder for Q.)

The Beyonder is basically capable of anything and his personality is like Qs, but with flair. Seriously, he might have been based on Nic Cage. He'd actually be dangerous for Marvel to bring to the screen because religious folks might think he's supposed to be God or something.
The Watcher is powerful too, but he's one of many. He's not unique. A fuckton of Marvel characters can kick his ass. There are a bunch of Watchers or were or are still? I don't know.

To make it easier for you: Think Marvel's version of Suicide Squad. Although, the original story, nobody knew they were villains as they had created new personas for themselves.

I didn't read anything, just watched the trailer, and all I could think was, "Is this their Suicide Squad?"
I recognize the fake blonde and Hopper from the Scarjo movie I didn't watch. Why is there a different guy in Cap's clothes? And are we supposed to know the others too?

Yes and no. You may have a vague idea about them or recognize them from previous very short appearances (like U.S. Agent), but consider this like GotG. You know Bucky. I guess he's the one bringing credibility to the team, and honestly, his backstory works since he was on the wrong side of the Cold War.
The hot blonde is Black Widow's sister. She did good in the movie and was also pretty entertaining in the Hawkeye show. Honestly, her back and forth with girl Hawkeye was genuinely good.
Hopper is Russia's attempt at making Captain America.
John Walker is U.S. Agent. The K-Mart Cap. The character is interesting because he's Cap without Rogers. In other words, he's trying to live up to an impossible standard and he doesn't deal with it well. Although, I think they have failed in telling that story so far. Oh, and he shoots guns and kills. He's been an Avenger and a villain, usually a Cap villain.
Taskmaster is a badass character they've botched badly. Not a top tier threat as a villain, but rather a perfect foe for the street level heroes. Taskmaster has the ability to perfectly learn and mimic one's fighting style instantaneously. Think of video games you may have played where you end up fighting a clone of your character with all the same abilities. In the MCU, they rolled him out during their prime woke phase, so they made him a woman (although she is hot, so that's something...but her IMDB picture sucks). Taskmaster as a woman is stupid because she's obviously going to be weaker, which immediately goes against the point of the character.
Ghost is another woked up character that underwent a gender swap. (To be fair to Marvel, this is 100% a character that suffers nothing from having a gender swap.) Ghost is a non-mutant Kitty Pryde thanks to her suit. Kitty can become intangible, including making objects intangible and only specific parts of her body tangible. Ghost can do that, but invisible, and perhaps, based on this trailer, can teleport?
Bob is the wildcard and the most interesting character to see what they do with him. Bob was the U.S. government's attempts at creating another super soldier. Things didn't go as planned. Bob's alter ego is Sentry (one of Marvel's Superman copies). Sentry has the power of 1M exploding suns. However, Sentry also has an arch nemesis called The Void that has the power and desire to destroy the Earth. Thing is, Bob is the Sentry and the Void... I have a feeling the post credits scene for this movie will be the Void being revealed.
There have also been rumors of Rulk and perhaps some of the Netflix Marvel characters being in this cast. The IMDB does not mention them, but they had been linked to this project for years. Although, in this new era of Marvel where Feige declared "We tried the woke stuff, it didn't work", I'm certain this script has been re-written multiple times.
