You can't solve this problem at the root, because there is no root now. Originally this was caused by the political upheaval and economic collapse of a country, sure. But even if you put those pieces back together there's still a lot of profit for not much work in this as long as we let the pussies set the rules of engagement.

Russian President Dmitry Medvedev had hinted Thursday at tough punishment for the pirates, saying "perhaps we should get back to the idea of establishing an international court and other legal tools" to prosecute pirates.
