Kenya isn't playing around.

I'd actually be for eliminating them here, but not by putting people in jail for 4 years just for using them.

The old paper bags were a source of infesting roaches in your home. Roaches would drop their egg sacks in the bottom folds of the bags while they were in the store rooms at the grocery store and you'd transport them to your house. Once I found that out, I was okay with plastic bags. I think the problem isn't using plastic bags, it's the disposal (or lack of).

Seems to me the problem is easy to fix though. Kroger, as an example, could start selling (Yes, I'd sell them so people don't just come in without them randomly and expect more free ones. ) branded cloth bags. When you shop and use them, you get X% off your total bill.

Then after a grace period you eliminate plastic bags and have only paper ones for folks who don't have a cloth bag. Also at the end of that grace period I would eliminate the percentage off, it was there only to adapt people to this new way, and instead give discount coupons to folks who buy new bags. The trick would be to make it not cover the cost of the bag, yet still be worth getting.

Where this gets tricky is delivery and pick up orders.

Although, in reality I expect we'll simply get biodegradable plastic bags soon.

I like paper bags. Usually two together is enough to safety carry 2 days groceries while walking. We use them as trash/bottle bags and throw them out same night.
