Here's a thought.... when these ancient humans go through traffic court, if the local government doesn't provide public transport/bus service, have prepaid-Uber cards they give out as they pull their license.
Hell.... my poor, country-ass county has a small bussing service, I learned when my MIL lived with me. $10 gets you a ride anywhere within 2 counties, and it'll pick you up at your front door, if you call them. That's so cool, I always vote to continue/increase funding, when it ends up on the local ballot.

We have something similar in our town, for the olds. This is very much win-win. I love this idea.
I would also tie in free internet training classes. Maybe even some "senior credit" for internet access/PC. Teach them there's nothing they can't have delivered and show them how to do just that.
Roads are safer and less congested. More people are employed.
The arguments against it will be:
-Make them use public transportation. It's cheaper and there will be even less congestion and pollution.
-Other, less senior, citizens will want the same benefit because they're greedy, lazy pieces of shit.
Politicians will never do it because they're afraid of losing votes. Seniors show up on voting day.
