Ok, so someone (Cake?) wanted a chain of skills. Since I'm probably low man on the totem pole here, with the possible exception of Malcolm, I'll go first:

Actually your skills look pretty good to me, nice job on Electronics and Engineering to 4.
Go ahead and get:
Tactical Shield Manipulation (ASAP 1 level is fine, I'll show you why this is important when you pick up the cara)
Heavy Missiles (ASAP as well For your cara)
Propulsion Jamming (For Saturday)
Electronic Warfare ( For Saturday)
Other than that, keep up with the learning skills, and it looks like your doing fine!

This may be a stupid question, but keep in mind that I get all my info from you guys. I have yet to read a single manual or website about EVE.
Anyway, looking at my skills, what do the numbers mean?
I get the whole 1-5 in levels, but if I'm reading it right, the first number is the rank? Why are some of my skills 1 and others higher, up to 5? Did I buy a "better" skill package, does it have to do with my attributes, my race/species, or something else?
Also, I think Cake said something about buying a skill. I know you have to buy a skill before learning it, but is there a way to learn a skill or advance one a level without training? I believe you can do this with augmentations, but do they become permanent?

Rank denotes how "difficult and time consuming" a skill is to learn.
More advanced skills have a higher rank.
Rank simply means that say, for example:
Your Rank 1
Perception/ Willpower based Skills, like Missle Launcher Operations
Will take 5x less at each level as
Your Rank 5
Percetion/Willpower Skills, of which you only have Caldari Cruiser,
Notice that these skills also give you 5x skillpoints for them, so it is easy to still see how you are advancing.

I've played and trained a decent amount. . . and I have no idea what Troy just said. 
Also, implants give you instant attribute bonus. Basically an implant of mem +2 or int +1, etc. So, they don't give you instant skills, but they do give you instant attribute bonuses. And, the higher your attribute, the faster you can learn things. I knocked almost 2 days off the time to get memory level five by buying a 19million mem+2 implant.
Implants are not permanant. However, if you remove them (to put a better one in it's place), they are destroyed. So, once you load one of Catt's int +1 units, if you remove it to put an int +2 in later, the int +1 is destroyed. Also, if you are pod killed, ALL implants are destroyed with your body. Your clone will not have the implants with it.
Speaking of clones, with all the training going on, everyone keeping them updated? Make sure you haven't out grown your current clone.
As far a skill rank, the higher the rank, the longer it takes to train it. Some skills are just harder to learn than others. Making up number to prove the point:
Missle launcher (rank 1) takes 20 minutes to train to level 1, 1H 40M to train to level 2, etc.
Missle Bombardment (rank 2) takes 40 minutes to train to level 1, 3H 20M to train to level 2, etc.
Again, those numbers are made up. There is a formula to figure out the length of training time based on rank of the skill, level you are training, your attributes, etc. No idea what it is. Oh, and you won't find the same skill at different ranks. So, there is no Missle launcher (rank 2) or (rank 3). Missle Launcher is a rank 1 skill only.
That's probably what Troy said, but, with the amount of sleep I've been getting lately, I didn't see it.

How do I get a clone programmed? Do I need one at this point? I have no augmentations or anything, but if I lost all my skills I'm pretty sure I'd be done with EVE.

Go to a major area, and find a clone station, buy the clone that is a couple 100k Skill points or more above your current level and your set.
And yes, you should do this ASAP

And if you lost skills, will you sit on the log out in front of the station and never log in again?

Doesn't have to be that major of a system. Sank VI has a clone vat, for example.
Look for "medical" in the station.

I've been researching Recall 5 for the last week, and have 3 days to go. If I make a new clone NOW, and get pod killed, do I lose this last week of Recall 5 training?

Troy, the other night you tried to give me a few items and I didn't have the skills yet. I now have Ballistic Control on my ship, but do you remember what shield unit you orgiinally wanted me to put on? Was it the large shield booster, shield flux coil, Ballistic deflector, or a cap recharger?
I currently have: 10MN Afterburner, Ancillary Ballistic Screen Stabilizer, Medium Neutron Saturation Injector, and Shield Boost Amplifier I.
At the first level I have: Ballistic Control and Damage Control I.

You should have been training support skills for the mission tonight. 
Your pod protects your points, not neccesarily your skills. It protects you to a certain point level. So, no matter what you have trained or how far you have trained them since your last clone, it won't matter as long as your clone covers the number of points you have. So, you aren't actually making a copy of your character at that moment.

I give up. How do you actually buy/install/active a clone?
I've picked that station and the type of clone, and have been charged for it. However, my profile still says I have no clones.

That's a 'jump clone' you are looking at. Different than an insurance/skill clone. If you bought it, you have it.

I'm 2 days away from intelligence 5... but I've already got the skillbook for the next one. That'll be a nice boost.
