Could be awesome with proper implementation. Which means every level of gov't will fuck it up in every way possible and you'll have intersections with all the lights being perma-red.

I envisioned an app. Someone drives like an idiot, causes traffic problems. Cop says, "Yep, you suck," and activates the penalty. Tard loses X, and everyone running that app in that traffic jam receives share of X. Fuck man, even 2 bucks would improve my mood, just knowing the tard got dinged for some cash. I did the Progressive one. I could basically track every car online within about 20 minutes of whatever action.
