The asshole campus cops used to run a jaywalking trap at a particular intersection back in my day. I cannot imagine a larger waste of ... just fucking everything. In a sane world, everyone involved in facilitating this bullshit from the cops to the douches who decided to make jaywalking patrols a priority would be immediately fired and forbidden from working any gig with more authority than a night desk security job.
Then again, she's probably lucky she wasn't maced or zapped. It was only four grown men versus one college jogger; I can see how they might have needed more control.

Chief of police made a vague threat to the jogger that it would be too bad if she got raped by the police.

I think 'threat' is looking too hard for controversy. I think he was trying to imply they are a better police department because others are raping. They only over react and get all authority'y with jaywalkers.
