Unless he was waving it around in a threatening manner, then it's just stupid knee-jerk panic.
"Given the culture we are in now" police thought it was better to start with a massive response and scale back if needed, he said.

That's a good point. At my kid's school's safety briefing, they said experts had determined that in school shootings those who run live, and those who try to hide get shot.
