I presume it's the Joker in Iraq, but I'm still not sure I get it. Is it saying that veterans are normally crazy killers so that's why he went bad?

When I saw it my impression was that he was a soldier and when his unit was killed or he was attacked it wasn't considered a big deal so he was turning the tables on people.
