Taken at face value the findings suggest that the `male organ hypothesis'
put forward here is quite penetrating an argument. Yet for the best of author's
knowledge, male organ has not been touched in the growth literature before.

All the double entendre. Only 17 pages long, not a lot of info/data/graphs backing what's an out-of-nowhere claim, and what is there isn't terribly convincing. Whoever wrote this couldn't be taking it seriously.

But still the question remains: why?

So, if you dig into some racial stereotypes regarding penis size, what they basically found is that Asian countries have a high GDP, African countries have a low GDP, and European countries are somewhere in the middle. This doesn't sound like any sort of news to me. Nor do I see a reason to suspect any causal connection.
