If you break into a big prison and walk down death row shooting the prisoners there in the head, is that still murder?
I mean, probably, but is there some sort of legal loophole?

Of course it's still murder under the law.
The State jealously reserves the right to slaughter citizens and only grants it to official executioners, drone pilots, and all trigger-happy local law enforcement officers.

No. Not unless that becomes the preferred means of execution.

I just think of the King of the Hill episode where Dale got the contract to exterminate bugs at the prison and was walking down Death Row taunting the inmates...and they opened the cell doors for lunch.
