The BMV reviews approximately 150,000 personalized special plate requests a year for appropriateness. This process is governed by the following guidelines:
The BMV rejects any special license plate that contains words, combinations, and/or phrases (in any language, whether frontwards or backwards) that:
* Are profane or can be interpreted as obscene, sexually explicit, or scatological (i.e., pertaining to feces or excrement);
* Are so offensive that they could reasonably be expected to provoke a violent response from viewer without additional comment; and/or
* Advocate immediate lawlessness or lawless activities.
Our office has reviewed the license plate number you reported. The decision rendered was for the license plate to be recalled.

I still think it means "You See Jay, Go F--- Yourself" But I can't think of anything better, unless it's his initials, but those would be some unusual initials.
