Because some asshole state legislator obviously has too much time on his hands and needs to be shown the fucking door. Listen to his in-depth technical description:
"If we could have manufacturers install filters that would be shipped to South Carolina, then anything that children have access on for pornography would be blocked," Chumley reportedly said. "We felt like that would be another way to fight human trafficking."
What? What physical filters are you going to use such that they need shipping? Do you mean uploaded or downloaded? And what the hell is up with that last sentence clause?

Seriously, what the shit does that mean? Since porn is potentially nefarious, it has to be blocked for children? No, really. What in the hell do those words mean? Are the rules of grammar and syntax somehow different in the land of sexual purity?
Computer or device buyers would be able to pay to have the block removed, however.
Yeah, that's not a blatant cash grab.
