Obsidian's fantasy RPG Tyranny is set in a world in which evil has won, something Chris described in his preview as feeling "like a sequel to a game we haven't played or a story we've never read."
Modern day Washington, D.C.? But no seriously, a world in which evil has won? Isn't that the plot of every single RPG ever? Also,

Different genres. This is an RPG.
I was thinking more along the lines of Dungeon Keeper, but that too is a different genre (RTS).

You can play lots of RPGs as an evil dude. Baldur's Gate, Knights of the Old Republic, etc.

Get on Steam and check the game out. It's different from the others.
