I think the final scene was Vic showing that he had no remorse over the entire situation. That he was still the same man. That he would do it all over again, but with better choices. That smirk seemed to indicate that he was heading back out at the end to try again.
That show was so well written. Only a couple of things bugged me.
Wagenbach's weird behavior like killing the cat. Plus, he was just a total creep. (He's awesome on Burn Notice though as a smart, and total dick, spy.)
The drug lord that Vic held down on that electric range never returned. I really thought he would be Vic's end.

He might've been my least favourite character. Everyone time the plot revolved around him, it felt like a Shemp episode.Wagenbach's weird behavior like killing the cat. Plus, he was just a total creep.
To me, the last scene looked like he was sitting at a job he hated, surrounded by people who probably hate him. He seemed defeated and finished in spite of the fact he got his immunity because he torched the rest of his life to get it.

See, I think you're wrong about the defeated part. That's why he grabs his gun and smiles the way he does before throwing on that jacket and heading out the door.

I might have to rewatch that last scene, but I don't remember him smiling.

That's cut off, but notice the smile as he gets his gun? He still has a gun and badge after everything.
Then look at his determination as he gets up to leave. He's not going home. He's going somewhere to keep being Vick.
