At some point it's probably less immoral just to sterilize them in the name of eugenics.

One is never compelled to go into the DTManfare system. But, if one chooses, one can be accepted into it.
Beyond that, you better hope a church or wealthy liberal will feed you.

The combination of "purposefully unpleasant", "optional", and "without real alternatives" is sure to make it a winner with no chance of being voted down or replaced.
To put it more tersely, you need to lure them in with the carrot before you can use the stick.
