What, are you calling them animals that can't control themselves?

...why are people starting families if they make less than that?

Most premature marriages I've seen have a short list of root causes:

1) Someone else (and 99% of the fucking time, it's one or more parents of the bride/groom) is the driving force behind things. Maybe it's the person they set you up with and you don't have the nads to tell them to fuck off, maybe you're listening to their suggestion to "settle down" and you grab on to the first "good enough" mate you can find to shut the aforementioned someone else up, or whatever.

2) You talk yourself into the "settling down" mistake for any number of reasons. The most popular seems to be a variant on Mrs. Krabappel:
Oh, don't worry children. Most of you will *never* fall in love, but will marry out of fear of dying alone!

3) One or both people misjudged the other and found out only after the ceremony that they've no fucking clue who they got attached to. The passive-aggressive bullshit grows until you get your very own adaptation of Who's Afraid of Virginia Woolf. Occasionally, someone spontaneously becomes sane and files for divorce.

I have no idea what % of the people they are. I don't know what % of the people are basically one or two steps up from that.
I saw a guy a couple of years back downtown that was on Main St. sort of pan handling. Most of the folks you run into doing that are mentally ill and self medicating, and this guy was at least borderline retarded I suspect. Special needs at least and likely with some emotional issues thrown on top. But he had been collecting cardboard from businesses and had a box of crayons and was coloring pictures to sell. When I walked by he was setting them all up on a park bench and seemed very excited about it. They were of about the quality you'd expect from a 5th grader.

Had he not been sitting in the middle of two or three other homeless people, I'd have probably bought something. It made me sad.

But most of the folks on the street aren't of the same mentality or suffering the same issues as most of the folks in the projects.
