Well, duh.

The real roadblock is battery technology. We need a genius advancement in battery tech to make it practical and cost effective, you can't just legislate genius.

Maybe not, but it can encourage or discourage scientists/companies from giving a fuck about it. Take all the cash we waste on corn-related biofuel subsidies and drop it into battery tech. Cars, computers, cell phones, fucking remote controls ... I'm tired of changing my fucking batteries.

EDIT: Corn subsidies keep the mid-western states looking like hypocrites. They all want lower taxes, more cuts in spending, blah blah, vote red, but fuck you if you touch their sweet, sweet corn money.

I saw an episode of Top Gear (the British version) where they said that you can spend less money and get a classic muscle car. You'll spend more on gas than with the hybrid but the car industry doesn't have to use all that energy and do all that environmental damage to build you a new car, so overall you end up with a cooler car, you spend less money (short term and long term), and you have less environmental impact.
