I'm sure there are some level within that but I remember reading a director commenting on those things.

Ok... "brief non-sexual nudity" can be PG, longer, but non-sexual nudity can be PG-13... any sexual context to nudity = R

I remember from "This Movie Has Not Yet Been Rated" that if you show a man and woman doing something that's a PG-13 that the exact same scene with two women or two men will be R. If the first is R the second will be NC-17.
