NC already discriminates against non-minority and non-woman owned businesses.

The federal grants I work with require preferences be given to minority-owned and women-owned businesses. You can't work with the white man until you've demonstrated there aren't any other people interested in the job first. Even if they're overpriced and sucky, the M&WOBs get the deal every time.
