I think the Russians have a history of turning over "access codes" (or whatever) of weapons they've sold to other countries, and I think that Russia doesn't trust Islamic theocratic states as far as... well, they have a violent history of conflict with muslims.
I think Russia is taking the oil money and selling them gear that would be ineffective if used against Russia, or those with whom Russia desires to curry favor.
I'm just speculating, of course.
