Not even close to anything definitive. There's nothing in that photo for scale. You know what it looks like? An eel. You know what Loch Ness has a million metric fucktons of in terms of biomass? Eels.

It looks to me like three seals swimming from right to left. Look at the splash on the front of the middle one. You get that sort of splash when the flatish front of something breaks the water (like a seal's face) not when a smooth continuation of something like an eel is passing by a certain point. Same for the splash on the right one, albeit to a lesser degree because it's either a smaller splash or happened a split-second before the other splash.

Now that cell phone technology has mostly eliminated the "fuzzy" out of focus picture, we have to resort to "fuzzy" sonar images.
