Lay down the parameters for our police force... if it will exist at all.
Keep in mind that people in law enforcement contribute exactly nothing to our economy, at least directly.

I'm in favor of semi-organized vigilantism. Kind of like the volunteer firefighter organizations.
Larger cities may need some paid individuals to do organization and training, and maybe some special ops forces for extreme situations. But mostly, it's your neighbor helping keep an eye on your stuff while you help keep an eye on his.
