SALT LAKE CITY (AP) — Authorities are speeding up their investigation of a state trooper who zapped a motorist with a Taser now that video of the traffic stop has been posted on YouTube, the Utah Highway Patrol said Wednesday.

The video, taken from Trooper John Gardner's patrol car, shows him drawing his Taser after Jared Massey refused to sign a speeding ticket Sept. 14 and walked away from the officer on U.S. 40 in eastern Utah.

A surprised Massey asks, "What the heck is wrong with you?"

Gardner fires, and Massey shrieks and falls.

"Face down! Face down! Put your hands behind your back!" Gardner orders.

A woman screaming hysterically emerges from the passenger side of the sport-utility vehicle Massey was driving, and the trooper tells her to get back inside "or you're going to jail, too."

Massey could not be reached for comment Wednesday. There was no phone listed for him in the Vernal area, where authorities said he is from. The highway patrol declined to make Gardner available for comment.

"I can't speculate on what was happening in the trooper's mind," said Trooper Cameron Roden, a patrol spokesman. "We have an internal investigation going on. ... With it coming out on YouTube, we have expedited the investigation."

The 10-minute video landed on YouTube after it was released to Massey under a public records request.

"We definitely have received a lot of feedback on it, calls and e-mail," Roden said.

Signing a speeding ticket is not an admission of guilt, Roden said. He described it as a promise that a motorist "will take care of the citation."

Under patrol policy, troopers can use a Taser if someone is a threat to themselves or others and other means of control are unreasonable, Roden said. Massey has filed a complaint, Roden said. He didn't know the status of the speeding ticket.

If Koran-abuse and naked-man-pyramids are considered torture, why is a taserin' not considered torture? Taserin' hurts a hell of a lot more than... well, most things that get called torture, these days. And taserin' appears to be Officer Friendly's fave new catch-all tactic.

Is this odd?

I dunno, cos speeders are sanctioned by Satan himself? I still maintain that speeding tickets are fucking legalized robbery.

Shit, when some wise-ass came in the pub & started acting like an ass, I sure as hell didn't get to hit him over the head w\ a bottle to shut him up.

This is what is bullshit: I attended a.... law enforcement agency academy....... for a time. One of the first things we were taught was the appropriate escalation of violence for different situations. If a perp comes at you swinging his fists, it is inappropriate to pull a gun.... this is why you got all that hand-to-hand training. That sort of thing.

The one thing I'd like to ask the Utah State Patrol is, "What is the appropriate level of violence to use on a guy with his back to you, sort of walking away?"

If I recall, I was the only guy in that training session who didn't get to pretend-shoot the guy attacking me with a baseball bat. I got to draw, but before he swung the baseball bat at me, he passed out drunk. Today's atmosphere seems to be, "He isn't sucking your dick? Tase him."

Serious question: how long until ALL interaction with law enforcement begins with getting tased and tied up, for the safety of the officer?

Officially. If tasering is considererd to be non-lethal and appropriate in almost any case, why not just tase everyone a cop ever has to deal with, since you never can tell when someone is on PCP and could attack at any time? I mean, it's non-lethal, so who cares? This is the cop's safety we're talking about here. They shouldn't have to gamble with their lives.

Hey, were I robbing someone & I thought they were reaching for a weapon & acting obviously unhappy, I'd render them a non-factor. But I'd use some chemical means to do so, possibly a tranq gun.

Some people just don't know how to handle state troopers. Gordo can attest to this. 55 in a school zone. I had spent several hours before at a bar. A 30 pack on the seat behind me. Officer frendly gives me a warning. Gordo swore I gave him the I'll give you a blowjob later signal. I didn't. My fav comment. "Mr. Unk. Didn't you realize that was a school zone. Big white sign, flashing yellow lights?" I just sat there trying not to chuckle because I figured I was going for a ride.

I'm guessing that cop doesn't understand anything about the taser he just used, or he'd know that it's very unlikely that that woman would be capable of putting her hands behind her back so soon after being tased.

Perhaps what's needed is refresher courses. Each month that a cop has used his taser in the line of duty, he has to take a little short course that mostly involves getting tased once as a reminder of what it's like.

Saw that vid. While I know there're better ways to enforce nuisance traffic laws & physically restrain people (if necessary) AND I would expect the state-sanctioned, shoved-down-our-throat police force to use such ways, she repeatedly taunts the officer & dares him to zap her.

Police or no, when someone's got a stun gun & you DON'T want to get shocked, don't give them ideas.
