In order to keep their sway over the people, they need an enemy. The US is that enemy. Otherwise, the people would be like "What the fuck are we going through all these sanctions and crippled economy for, and revolt?" maybe.

Iran hasn't locked down their internet ala China. That's why we always hear reports about more and more folks there wanting reform. They're being exposed to reality.

Scientist refuses to make a nuke or proves to be incapable. Iran kills him, blows up a car to explain why no hitmen were killed, then blames Israel.

Or, taking it up a notch, this guy was making nukes, but the moderate Iranian president didn't want the nutjob religious leader getting the nuke. So his people setup the hit, planted evidence knowing Israel would get blamed, but otherwise throwing a monkey wrench at Iran getting a nuke, which said president knows could lead to the overall destruction of his people. I think I just wrote the plot to the next Mission: Impossible.
