As I understand it, this is a Twitter mod's tools. This image was trending in multiple places last night among tech people, and the only reason it came to light is because of the verified hack.
The key buttons are the "blacklist" buttons. According to what the folks were saying this proves that Twitter has mods who essentially dictate what trends and what doesn't.
If true, it's pretty much as evil as it gets.
