Can't come soon enough.
That's why the All India Council for Technical Education (AICTE) wants to close down about 800 engineering colleges across India. There are no takers for their seats, and admissions are plunging in these institutions every year.
...
A few years ago, a McKinsey report said just a quarter of engineers in India were actually employable. Of late, some other studies put it at less than 20%. Recently, a survey by employability assessment firm Aspiring Minds said 95% of Indian engineers can’t code.

Though graduates from India's premiere engineering colleges such as the IITs are still in demand, it is the thousands of other engineering colleges and ITIs which churn out millions of graduates every year whose employability is questionable.
Hopefully IT has finally hit a saturation point as far as barely skilled engineers go.

An Indian guy at my current company was the IT Manager prior to me and he had no idea what the fuck he was doing. Network was a mess and he was using illegal copies of software. He, literally, had zero legal copies of 90% of the Microsoft software being used. My first priority once he was gone was to clean up his mess.

The % of crappy Indian programmers I've met is approximately the same as most other demographics. Except the Russians and their former satellite states. They're eerily efficient almost as a rule.
