CBS is looking to develop a new series.
That's the good news.
The bad news is in the article. Two series have been discussed and both were rebooting the universe.
Do they not realize the universe has already been rebooted?
The logical move here would be to create ST:TNG set in the JJ Abrams universe. Maybe it's a whole new crew and original TNG cast members can make appearances from time to time. I think the first thing I'd do is cast Patrick Stewart to fill the Whoopi Goldberg role. Former captain who lost it after the incident on his ship that fought the Ferrengi who gave up his commission, but now dispenses advice to the new Enterprise captain.

Let's recap every series since TNG:
1) DS9: crap.
2) Voyager: crap.
3) Star Trek: Scott Bakula: crap.
I'm not holding out hope.

I wouldn't call them "crap," but I would strongly say that the people in charge of it were stupid idiots who didn't do it right.
Which gives me zero hope that the people still in charge of it will do it right.

I don't think you could put Patrick Stewart into a rebooted TNG. This whole reboot universe is running at a faster pace. As of the first movie everything was about 15 years ahead of schedule and by the second movie we're 18 years ahead of the original pace. At that rate the TNG in this rebooted universe would happen about 50 years early, so Stewart would be way too old.

No reason you can't start it later to explain his age.
Admiral Ryker would be a great character, particularly if they used him like Kirk was never used in TNG. The aging legend superior officer who still rides the stars and can be used for awesome cameos here and there.
Data could be created in a whole new way too. Either Sing (Sung?) was murdered and someone else stole his work, thus creating data in his/her image...actually, I'm stopping myself...that's exactly the story I'd tell in season 1, and then have him develop a way to alter his own looks. Essentially, he'd develop a way to create new bodies for himself (or just new heads?), so the actor playing him doesn't become so indispensable.
I wouldn't bring back the whole cast, just specific ones.
Worf would need to be in there, but in a whole new role since the time line has been altered. Perhaps Klingons are the enemy or are more prevalent and he's their emporer?
Wesley Crusher would be a great choice for captain, but not Will Wheaton. If they used him, I'm make him the chief engineer. If they used a new actor, I'd consider him as captain.
No ship's counselor this time. This time give more love to the security folks. That's an idea I had years ago. Instead of #2, split the job into two folks. The primary #2 is the chief science officer because it's a mission of peace. However, in times of battle or war, the #2 is the head of security. The head of security is in charge of all away missions to new locations, leads a small task force that's crewed on the ship, is in charge of ship security, and captains the ship when they do the separation (the captain gets the saucer).

I like your ideas but I don't think they quite work with this reboot. The whole point of the reboot so far has been that this universe is echoing the original, with the same people meeting up and having some of the same experiences but everything is all wrong and twisted.
To continue that theme, you'd have to have mostly the same characters in the TNG for this reboot universe, but it's all wrong and twisted even though it's mostly similar overall. As much as I'd enjoy seeing cameos from the old guys, that just doesn't work here.
Except Wesley Crusher. He can walk across the boundaries of reality now so he can show up anywhenwhere.

He needs to be a throwaway character you see for ten minutes, then he puts on a red shirt and gets killed.

It's possible that in the JJVerse, Wesley Crusher was never born. Starfleet was a Crusher family tradition, and they lost about 95% of Kirk's academy class to Nero.

Agreed, but you misunderstand. I mean the original universe Wesley showing up in the reboot universe. Because once he did become he's always been. Or something like that.

IIRC the first thing the Traveler did is take them into the space between universes. No reason Wesley can't travel between universes, too, especially if it's the same universe just with a major time malfunction.

Q's nigh unto a god. The only things more powerful than him seem to be more elder/experienced Qs. They also appear to be a million percent douchier than Q.

I get what you're saying, but I think further down the timeline there might be more twists and turns. Maybe Deanna Troy never gets on the ship because there are no counselors?
I wanted to breathe some new life into the series because once the initial "I loved this show" wears off, you've got to have something fresh. New characters or new ways the characters could interact could do that. You'd still appeal to the original audience with recast roles or cast spots by former cast members.

CBS All Access already offers every episode of all previous Star Trek television series.
Looks like I will be letting the internet record a copy and then borrow theirs.

This is going to get ridiculous.
People can't wait to dump cable (or dish) and go online only. Meanwhile, all these channels are watching their ad rates and prices drop because cable/dish has fewer subscribers, so they look at Netflix and think "We need a piece of that pie". So instead of rolling out an affordable service, we get HBO Now for $15/month, CBS All Access for $5.99/month, etc.
So instead of paying one bill a month to cable, people are going to end up paying an equal amount or more to multiple entertainment vendors monthly.
Throw in there how they're cracking down more and more on file sharing services...
It's getting pretty stupid.

The day Piratebay is shut down permanently is when I'll worry. Until then, I can always (if I need to) install linux and torrent away. Even with bullshit like this going on, the content providers will lose if they follow the current model.
