I'm going to guess bots/fakes are about 50% of all users. But the metric being evaluated is very specific.

However, they wanted a financial reason behind needing to enforce "membership" or "authenticating" all social media accounts. That way it doesn't look like the government is trying to control thought and speech on social media, and tracking who is a dissenter, but that's exactly what's happening.
