It's artificially forbidden fruit. The scenario TPR describes would be judged "creepy" by a large majority of people, let's even say the children are fully grown adults when the families get shuffled together. However, let's imagine a couple gets married, one has a widow mother, the other a widower father. I'd bet ten trillion dollars most people wouldn't bat an eyelash if the in-laws got hitched.

I had a good thought for a picture with funny words on it, an idea so good that I almost have to have seen it before then forgot them remembered and now I think it is my own idea:
