And I'm for reeeeally strict criteria. You're on the phone and caused a minor fender bender, but you slowed down 2k people by 5 minutes in the highway traffic jam?

No strikes. License gone, unless you pay every single person for time lost, at $100 per hour. You only get one chance to be a huge asshole.

And, again, somehow enforced. Like, second strike is cutting off your hands so you can't do it again, since the honor system failed for you.
