Is there a rule of thumb about rack servers and how much power they use? More or less than a desktop/tower?

The main reason for rack servers is if you want a bunch of them, and you stick them in a rack. You can fit 42 of those in a standard full size rack.
Generally rack servers cost more for the same hardware than a tower server, due to the form factor issues. This premium isn't very large any more, I believe.

Spent a couple hours on newegg tonight narrowing shit down. Really wanted the rack mounted server just because that would be fun, but couldn't find one I liked that had an optical drive. Ended up getting a Lenovo ThinkServer, then when trying to find more detailed specs I found it 15% cheaper on amazon. Also cashed in $26 bucks in amazon credit card points, so got it even cheaper.

4GB mem is less that what I wanted, but I will see how it can handle Windows Home Server and file serving and media streaming, and upgrade as needed. I prolly would have purchased an extra 4GB right now, but I couldn't figure out the exact memory brand, and I would want to have matching memory. Once the system gets here I will be able to see it.

Update, because I know you are all waiting breathlessly for more news on my server:
Three days later and amazon still wasn't giving me an estimated shipping date. I sent a polite request to amazon custserv asking if they could give me new info.... a couple hours later I got a response that said yeah, the item has been back ordered, sorry about that. And if I didn't want to wait I could cancel that order and buy the same thing from this 3rd party seller (still fulfilled by amazon though), and even though it is $40 more expensive, they would sell it to me for my original price.
So go, amazon.

I consider $320 to be pretty cheap, as far as PCs go.... in fact, it is the most inexpensive machine I have ever purchased. Maybe I could have saved a little more building it myself, but to be honest I am fine with how it is and the time I saved not specing it all out, and this one comes with a warranty and really, it's fine.
TBH I would have been happier with a slightly beefier mobo with dual RJ45s. I would have played around with managing all of my internet traffic through it.
It's not really much of a capital-S-Server, it is just called a "server." Most servery thing about it is the like 20 USB ports that I will never use.
