About all I know of 4chan is that they think the world is so stupid, they have contests in the vein of "Hey, let's make up a totally new, random thing, tell people it's racist, and see how long until it ends up on NBC NEWS as NEW RACIST SIGNAL."

-Is that PC able to be accessed from the internet? If not, no issue.
-The PIA sounds like bureaucratic red tape and nothing more. It's used as a bogey man here to scare non-tech folks.

That all being said, yes, there should be some watchdog (or government agents of some kind) looking into it all the ensure things are being done the correct way. Hell, they should be there daily.
