No matter how invasive we need to get. OOooo..... there's a thought. Tracking chips up our asses. Mandatory. why track cars when you can track people?
That's illegal.
A government drone for every person, at all times. It hovers 1 foot above your head. In public you have no expectation of privacy.
You are also required by law to pay for maintenance of your own drone. If you don't you are committing a crime, and therefore the drone program was absolutely needed, wasn't it.

Honestly, more pros than cons. Can it grab videos of me doing sweet mountain bike jumps?

Your cellphone? Those people know EVERYTHING.
And it's already basically in your ass...voluntarily.

Tuesday Bob went down to the store to get some bread. He was watched the entire time, his every move tracked and analyzed. Once he pet a dog and his watcher's trigger finger got itchy, but all in all nothing bad happened and Bob was allowed to proceed. Maybe tomorrow, Bob.
His watcher really likes watching Bob's young daughters, though.

C'mon man, he gave you actual things that happened and you counter with some guy who watches another guy 24/7? The logistics of that alone are ridiculous enough, but 99.99999999999999% of people are not interesting or important enough to warrant such attention.
Targeting someone specifically must be done with a warrant.

Slippery slope, etc, etc. But seriously, why is Gordon so soft on crime?

Perhaps he is secretly the world's best burglar?

Y'all are the kind of peeps who say "Yeah we need that because crime!" As Orwell's 1984 gets installed, bit by bit.
We're soooo far from Orwell. If you want Orwell, someone will hack your phone, and then it's 100x what I'm asking for.
This car plate system is almost all they need to track your whereabouts 100% of the time, without warrant or reason, whenever you leave your home. This is not insignificant.

Being in the CCTV business, my house/property is overly surveilled (external only). I can't tell you how many times neighbors have asked if we captured this group of kids, or that vehicle at some specific time because of some event. Not one of them has come and asked me to adjust it because it can see their house.

Verses the .001% of the people who will experience crime like in your examples. Got it.
