Meaningless. At least not without some sort of clarification. That could refer to anything from direct death due to overdose or poisoning. It could be the mortality rate among all users over their lifetime which would of course be 100% for everything because everyone dies. It could be anything in between.

tl;dr: That text and those numbers are bullshit, but the story they are trying to tell isn't wrong.

EDIT: The physical sciences anyway. Social and medical sciences were biased af.

Sure, but that doesn't mean they results weren't pretty focused on getting things right instead of being political or faking the results they want. It was driven by the need to discover the accurate science and convert it into concrete engineering as effectively as possible to better fight the Nazi's and/or Commies.
