Yes some of the reason it wasn't included was because of $$$ but a game would never get released if they waited on publishing it until everything they wanted was in it. I don't think the downloadable content would be the main reason to get xbox live, I would be into it for the oppenents and sports ...

Thats for the explanation. I looked online and saw that Sirius was one of three unregistered people who could turn into animals. I don't think the other two have been revealed yet.
