Look up other images of the "Free Speech Zone." Barbed wire, guard towers with armed policemen. It seems a bit over the top.
And, the first thing that comes to my mind when I heard there was a "Free Speech Zone" was, "Yeah, free speech isn't welcome anywhere else in the area."
